Gabor has a patch for Irakli to review. We're also ready to write some docs.

Devtools SDK

Irakli: use message channels instead of our own APIs. Get them enabled for chrome and resource uris.

Bug updated with links to 1.16b1 files. Please make sure these work as intended, and we can go to build on the final 1.16 release. We'll have a beta ready imminently and plan to release next week.
