L10n:Test Strategy:Litmus Test Cases:Executing

This is probably not needed as it is really part of the first few items for the strategy: translation testing and release testing. But I could be convinced otherwise.

Comments:

1. Reason to keep this section is to make sure that people are using Litmus. Forcing localizers to assess their use of Litmus could be very valuable.
2. Should l10n-drivers participate in a Litmus-project improvement discussion?
3. Locale-testing and testing like how font renders might be different communities...
