Four day week due to a public holiday.

rustc landings:

• Make `process_obligations`' computation of `completed` optional.
• Use `Lit` rather than `P<Lit>` in `ast::ExprKind`.
• Use `SmallVec` to avoid allocations in `from_decimal_string`.
• Convert `outlives_components`' return value to a `SmallVec` outparam.
