P1 - these are locales which have a high Android penetration and/or are a market prone to rapid adoption

Danish, German, Spanish, Finnish, French, Italian, Japanese, Korean, Norwegian, Portuguese (Portugal)

P2 - these are locales which are markets with high growth potential for mobile/Android and/or with high Firefox awareness

Arabic, Czech, Indonesia, Portuguese (Brazil), Russian, Chinese (traditional and simplified), Punjabi, Polish, Thai

P3 - these are locales with a smaller Android penetration and smaller growth potential, but still with a good Firefox awareness

Spanish (Argentina), English (Irish), English (Scottish), Hungarian, Lithuanian, Romanian, Slovakian, Greek, Slovenian, Ukrainian, Vietnamese, Turkish

P4 - these are smaller locales or countries with little growth potential for the next years

Belarusian, Catalan, Estonian, Basque, Persian, Frysian, Galician, Hebrew, Albanian, Serbian.
