Feature Requirements

Implement DOM notifications API for b2g/gonk
Convert gaia apps to use notification API instead of hacks that are in place right now
Add a mechanism for communicating new notifications from Gecko to "home screen", so they can be displayed
UX ID/visual specs forthcoming
