All of those options appear to offer sources of information for a person trying to use T-bird or specific features thereof. At least, by the names listed, none seems to solicit information from a user suggesting a fix for a problem.
Having already checked there and finding no appropriate link for "feedback or suggestions", I found https://wiki.mozilla.org/Thunderbird, which, of course, appeared to welcome <big><big>'''''feedback'''''</big></big>'' on '''''<big><big>this page</big></big>''''' in so many words:
'''<big><big>"Your feedback and comments are welcomed on the discussion page." (i.e., this page)</big></big>'''
The problem addressed in 2.13 above didn't seem to qualify as a "bug", but since everywhere else seems to discourage "feedback and suggestions" of this type, I have also created Bug 1187036. If I get a response to the above request for a more specific place within SUMO to make that suggestion, I would be more than happy to follow that advice.
