I filed {{bug|467554}} for rejected edits, but I think Simone had a better idea of the reviewer being the one to determine if the edit should mark translations as out of date. I haven't filed a bug on that yet. If that's the solution we use, the editor PRD will need updating.
** It should be possible for a reviewer to "veto" the decision to mark an edit as significant. In other words, even if the author thought this edit was significant and checked the option, the reviewer should be able to uncheck it before approving the edit.

Obviously there needs to focus on making the site faster. I'm not sure if you want to wait until the we have more web site features. We should also improve educating localizers about sumodev:
