The device needs to be rooted. Geeksphone and Alcatel One Touch devices are typically shipped rooted, operator provided devices are typically not.
You can test this by typing 'adb root' after installing the Android SDK ADB - see below - (if it says it can't be run in production builds then certificate installation isn't going to work). Rooting your device is outside of the scope of this page but you may be able to find instructions on the internet, and is obviously taken at your own risk, etc.
Installing ADB:
#install the full [http://developer.android.com/sdk/index.html Android SDK] (for ADB) and make sure $ADT/sdk/platform-tools is on your path
#or [https://code.google.com/p/texasice-cream-sandwich-mirror/downloads/detail?name=adb_fastboot.zip&can=2&q=fastboot get ADB and Fastboot only]. You will need to rename or create links so 'adb' resolves to the executable on your platform.
