If you want to create a pull request and have a contractual relationship with Mozilla, see the GitHub IPR Organization page for more information on how to go about that. (Do not worry, you can also follow a proud tradition of creating the pull request first and sorting this out afterwards.)
Getting issues discussed / advancing proposals

When filing issues or proposing changes or new features in WHATWG repositories, discussion happens asynchronously over GitHub by default. A pull request can be opened early as a draft to get feedback, or you can wait until there's consensus to do so.
If an issue is time sensitive, could benefit from synchronous discussion, or is a priority for us and hasn't got attention for a while, you can get it added to the WHATNOT meeting's agenda to get some eyes on it.
