Spec
Content
- Ability to have an "active survey" for developers that appears on the homepage.
- This will just include a link to the survey, a name, and description of the survey.
- Only one survey will be active at a time, and we don't need to retain survey history.
Content Management
- This active survey should be administered via a web tool.
