Initial deployment

We will initially be creating the KB article forum without any changes to the backend code. After the forum is tested on support-stage.mozilla.com, we will create the forum on support.mozilla.com, and use it for new article requests. If there is an increase in contributors drafting articles, we will start migrating the most important article bugs to the new forum.
