Proposing a set of scoping criteria for what makes a third party test acceptable

The 3rd party study needs to:

  1. Have a specific study goal that is meaningful and interesting to the whole community
  2. Willing to share the study and its results with the community, under CC license.
  3. Comply with the TP Privacy Policy
  4. Do no harm to Mozilla (server, brand, etc.)
  5. Do no harm to TP users (security, UX, etc)
  6. Have a good code quality
  7. Agree with the TP study schedule
