Organizing Accessibility Content

As part of the One Mozilla strategy and the implementation of a new Mozilla Accessibility landing page, we need to organize and create a new structure for the accessibility links. The majority are pulled from the "necessary" list at https://wiki.mozilla.org/Accessibility/WebMess/724672.
