Notes

1) A Mozillian or Trusted Mozillian can search or view a Pending Profile

2) The are presented with a Vouch action, which allows them to say this person really is a contributing member of the Mozilla community.

3) They can Vouch or ignore

4)

5) System grants Mozillian tag

6) The user's profile page becomes visible to Anonymous traffic
