L10n:Community Discoverability

At this point, we have little visibility in to who's contributing to what in our l10n community. The only existing content is L10n:Teams, which isn't all that maintained, and doesn't expose information in a common way. Before figuring out how to address that, let's collect which questions we'd like to get answered.
