*** put a Major Update offer on the 2.0.0.17 channel with a target update version of 3.0.1 but actually point it to the MARs for 3.0.3; this way users who said "never" to 3.0.1 won't see the offer, but users who have yet to see that first offer will still be asked to upgrade to Firefox 3, and users who "Check for Updates" will also be given the full upgrade
