update common response for iOS40 issue

** Tag the conversation with "iOS40 Issue"
** Use a common response/clipboard called "Firefox Desktop for iOS - Netflix v40 issue (bug 1743954)"
** Don't close the thread, but rather use the Reply button
** Move the conversation to the 'Mozilla - Escalate" queue, so we can follow up later
