Add documentation on nightly application-service bumps for android
==On a weekly (or thereabouts) basis, the following items should be monitored during the Nightly cycle==
# Review and land mozilla-central repo-update HSTS HPKP remote-settings tld-suffixes patches.

#* If the Try build failed:
#** Check the failure.
