When filing issues or proposing changes or new features in WHATWG repositories, discussion happens asynchronously over GitHub by default. A pull request can be opened early as a draft to get feedback, or you can wait until there's consensus to do so.
If an issue is time sensitive, could benefit from synchronous discussion, or is a priority for us and hasn't got attention for a while, you can get it added to the [https://whatwg.org/working-mode#meetings WHATNOT meeting]'s agenda to get some eyes on it.
