Firefox's customizability is the primary reason why I choose to use Firefox. I move every single item I need to browse onto the menubar. That is, I drag the address-line and any buttons I need into the blank space to the right of "Help." When I customize toolbars to Icons-only-display, it means I only have to display one THIN bar across the top of the browser leaving me lots of window space underneath. My tabs bar only appears when a tab is open--otherwise it is hidden. Any design changes should take this customizability into account. Please leave options for users to configure as minimal a toolbar presence as possible in their browser. I left IE because it turned into a bloated unconfigurable toolbar mess. With cusomizability, the menubar does not have to waste space.

While the menu bar may be somewhat cluttered, and could use some reorganization, it is one of the most enduring features of GUI design in general simply because it works so well. It is a very effective way to organize settings and functions.
