Due to bug 1193946, the usual numbers for overall rates are not available right now. Same for KaiRo's reports and dashboards.

- bug 1194319 (startup, nsPermissionManager::InitDB) is 4.8% of 41.0b1 data, probably inflated due to a lot of re-submission from the same user(s). Still, as a startup crash, we should see it as a priority.
- bug 1191889 (ReentrantMonitorAutoEnter) is 2.5%
- bug 1171244 (MediaCacheStream::Close) is 2.2%
- bug 1181595 (dom::MessagePort::RemoveDocFromBFCache) is 1.7% even though the patch was uplifted and the bug resolved.
